TheU.S. government has received complaints of dozens of deaths linked tosudden acceleration of Toyota vehicles since 2000, including the Lexuscrash that killed off-duty California policeman Mark Saylor and threemembers of his family last summer.

Mr Toyoda said: "I would like to point out here that Toyota"s priority has traditionally been: first, safety; second, quality; and third, volume.

"These priorities became confused. We pursued growth over the speed at which we were able to develop our people and our organisation and we should sincerely be mindful of that.

"I regret that this has resulted in the safety issues described in the recalls and I am deeply sorry for any accidents that Toyota drivers have experienced."

Mr Toyoda"s appearance follows an emotional testimony on Capitol Hill on Tuesday from motorist Rhonda Smith who said: "Shame on you, Toyota, for being so greedy."

Mrs Smith, from Tennessee, wept as she recounted her "near death experience" when the accelerator on her luxury Lexus 350 ES roared out of control at speeds of more than 100mph.

She said she struggled for six miles to slow down the car before it finally crashed.

NEW DELHI (Reuters) - India"s Bharti Airtel (BRTI.BO) has lined up $9 billion in loans from foreign and local banks for its planned acquisition of the African assets of Kuwait"s Zain (ZAIN.KW), the Economic Times reported on Monday.

The newspaper cited three people familiar with the matter as saying nearly a dozen banks -- mostly foreign -- had come forward to commit the amount in long-term loans, compared with earlier plans of taking short-term or bridge loans.

Standard Chartered (STAN.L) is leading the consortium of banks and has alone committed $5.5 billion, the paper said. The pricing for the 7-year loan could be close to 300 basis points over the London inter-bank offered rate, it said.

Barclays (BARC.L) has also committed close to $5 billion to the company, the paper said.

Sources had earlier told Reuters Standard Chartered and Barclays were advising Bharti on the deal and also on the funding and that Standard Chartered was looking to lead roughly $5 billion loan for Bharti.

The Economic Times said about $2-$3 billion could be rupee loans from a couple of Indian banks keen on being part of a syndicate of banks.

Foreign banks including ANZ, BNP Paribas (BNPP.PA), Citi (C.N), DBS (DBSM.SI), Bank of Tokyo-Mitsubishi UFJ and JPMorgan (JPM.N) were likely to be part of the overseas syndication, it said.

Among Indian banks, the State Bank of India (SBI.BO) and Kotak Mahindra Bank (KTKM.BO), besides some state owned banks, also want to partner in this deal, it said.

CLEVELAND, Feb 20 (Reuters) - So many variables affect thevalue of the U.S. dollar that it is hard to know where thegreenback is headed, Cleveland Federal Reserve Bank PresidentSandra Pianalto said on Saturday.

Taking questions after addressing a group of high schoolstudents, Pianalto, a voting member of the Fed"s policy panelthis year, was asked what policies were being put in place tosafeguard the dollar"s value.

Pianalto noted that dollar policy was not under the purviewof the Federal Reserve, but added: "The value of the dollar isset by the markets and there are so many variables. It is justvery hard to know what direction it is going to go."

U.S. dollar policy is directed by the Treasury Department.

Asked about the Fed"s decision to increase the interestrate it charges banks for emergency loans, Pianalto describedit as response to improving market conditions.

"As the credit situation improved and the financial marketsimproved ... we tried to get it so the banks would access thosefunds in the market," she said.

The Fed said on Thursday it was raising the so-calleddiscount rate by a quarter point to 0.75 percent.

It made no move in the federal funds rate governingovernight lending between banks, which can broadly influencecredit costs and has been the Fed"s main monetary policy tool.That rate still stands in a zero to 0.25 percent range.

Pianalto did not address the outlook for the economy ormonetary policy in her remarks, and largely sidesteppedquestions on fiscal policy, which she said was not the Fed"sdomain.

"It is important to step back and come out of thisrecession with recovery and to make sure that the correctfiscal policy is created," she said.

SAN FRANCISCO (Reuters) - Shares of First Solar fell more than 7 percent on Friday as investors worried about the lowest-cost solar panel maker"s decreased profit margins and many brokerages cut the target price for the stock.

Investors were also disappointed that the company only maintained its profit outlook for 2010.

First Solar shares had rallied in the days ahead of Thursday"s earnings announcement on hopes the company would give a rosy outlook for 2010 demand.

On Friday, First Solar"s shares fell 7.1 percent to $117.28 in afternoon trade on Nasdaq.

The solar manufacturer had posted a higher-than-expected profit and revenue for the fourth quarter but its gross margin of 41.5 percent came in below expectations.

"Despite easily beating consensus estimates, 4Q EPS were, all-in-all, unimpressive," said Oppenheimer equity research analyst Gary Hsueh, who rates the company"s stock "perform."

Hsueh said the earnings per share could have been much higher if the margins were better.

Following the results, four brokerages -- Credit Suisse, Caris, FBR and WedBush -- cut the 12-month target price of the shares.

While investors were disappointed that the company maintained its 2010 guidance, analysts said the uncertainty in the second half of the year, after Germany executes its subsidy cuts, prevents the company from giving a more aggressive profit target.

Piper Jaffray analyst Jesse Pichel said the recent slide in euro is also a negative for First Solar, which sells mostly in euros.

Planned cuts to German solar subsidies have cast gloom across the industry in recent weeks, with analysts and experts predicting that demand in the world"s largest market for the renewable power source could shrink sharply later this year.

Still, the subsidy cuts that are expected to be put in place mid-year in Germany, the largest solar market for First Solar, is expected to drive strong demand during the first half of the year.

Alastair Cook can hoop England with caring but not charisma

Taking England into the final session of the final day is another of the small steps to respectability that Jamie Siddons, the Bangladesh coach, spoke of before the start of this match. But this was still a heavy defeat and a demoralising one of sorts, given the earlier fight his team had shown.

England, with all their coaches, trainers, masseurs and money, with facilities and talent that puts the home team to shame, should beat Bangladesh and they did, although taking in the series as a whole, they made hard work of it. On this evidence England are a workmanlike team, at least in conditions that demand a little more than honest-to-goodness seam and finger spin.

Still, great credit to Alastair Cook, who returns the team to Andrew Strauss undamaged, undefeated and in good heart, although he should do so with the message that the next time the team set out on an unglamorous, physically demanding expedition, the captain might think about joining them.

As Cook strolled gently to his twelfth Test hundred, along with Kevin Pietersen, who kept his captain company until the finish with a crisp and fluent 74 that confirmed he is back to somewhere near his überconfident best, it was clear that England had finally broken Bangladeshs spirit.

The only casualty in the run chase was Jonathan Trott, who was run out after responding to his captains call for a sharp single. If some of the umpiring earlier in the match had caused comment, this decision beggared belief because the replays showed that Trott had made his ground by the time the stumps had been broken. Trott has had an unfortunate tour, given out off his helmet in Chittagong, the ball unluckily dribbling on to his stumps in the first innings here and then hung on no evidence in the second. The third umpire responsible for making this howler was called, appropriately, Nadir Shah.
